A Warning for Keir Starmer from His Own History: Without Boldness regarding Britain's EU Exit & Europe, Your Party Challengers Will Be.

Seven years ago, a mere eight words to ignite a Labour conference and to show Labour was becoming disillusioned with Jeremy Corbyn. While not exactly stirring rhetoric, the words were greeted with rapturous applause as most of the hall rose in an impromptu ovation.

As the commotion died down, Keir Starmer, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches having such an effect. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

During that darkly divisive time in 2018, straying from the prepared script like this was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who was trying to prioritise Brexit voters in key constituencies above the pro-European instincts of his party. In just one speech, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against the leadership he would later replace.

The Shift of Stance & Settled Issues

Since then, much has happened, not least to Starmer himself. One of his first acts after taking over in 2020 was to declare the Brexit issue had been settled by the previous year’s national vote. And, at the last one, he consistently stressed unbreakable pledge promises that forbade re-entry into the European Union or its core structures.

Similar to Corbyn, the PM's approach has been to pursue pro-Leave voters in key seats, despite survey data indicates a significant number have passed away or shifted opinion.

A Lid That Rattles on Europe

However, the tables have turned and the prime minister’s turn to face the pressures of being a party leader. And, if EU relations may not be the boiling pot in UK politics, a lid that has been kept tightly sealed for five years is starting to loosen once more.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation that leaving the EU has caused to Britain's economic standing. This serves as an effective tool to criticize the Reform UK leader, who seldom discusses how leaving the EU was his primary goal and remains his only real achievement.

And yet, the extent of the economic harm, which by some estimates has resulted in a national economy that is significantly diminished than if it were still in the EU, towers over the minor adjustments so far offered by the government. Starmer’s so-called relationship reset agreed with Brussels in 2024 offers economic benefits quantified in fractions of a percent.

Internal Pressure and Bolder Ideas

Rachel Reeves is one of those trying to overcome entrenched interior ministry opposition to a broader scheme designed to boost growth program for young people by which young people can travel between Britain and Europe for work or study.

The deputy prime minister muses openly about the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, such as the head of the Treasury select committee, recently voted for an opposition proposal on joining one.

Although Nick Thomas-Symonds, the minister in charge of UK-EU relations, who is now attending every cabinet meeting, insists the red lines remain unchanged, there are ways to work around them. One idea would be to declaring the commencement of negotiations now for a more ambitious agreement, to be featured in the following election platform, with implementation only if securing a new electoral mandate.

The Prime Minister's Fundamental Scepticism

However, Starmer has most recently pouring cold water on the idea by warning rejoining an EU customs arrangement could undermine the commercial agreements with America, which he views as signature achievements of his premiership.

It is understood that the PM’s scepticism run even deeper, stemming from several key concerns.

  1. Firstly, he believes any customs union agreement has been made significantly more difficult because his ministers actively diverging from EU regulations in numerous sectors, including the environment.
  2. Second, the prohibitive cost demanded from Britain to join the EU’s new defence fund and the subsequent collapse in talks has led UK negotiators that European nations have little interest in cutting special deals with Britain than in demonstrating that leaving the EU was a mistake.
  3. Thirdly, the new US national security strategy, which has been welcomed by the Kremlin, is viewed by key advisors in Number 10 as a reason for Britain to maintain distance from the EU.

A Bizarre Document & Strategic Considerations

This strange and concerning document asserts Europe faces cultural extinction because of immigration. It contains only one reference to Britain, found on a proposal that the US government may interfere in our politics to foster the growth of nationalist movements.

However, instead of deciding that this makes America an undependable ally, the government reportedly fear that aligning closer with Europe would destabilise geopolitics further by risking fragile US military support for Kyiv, NATO, and other alliances.

Leadership Speculation & The Ghost from the Past

All of which returns us to 2018. The PM has consistently stated his speech was not a pitch to become leader but simply an attempt to keep open the possibility of remain in a future vote. In fact, back then, Starmer still favoured a “bespoke customs union deal” similar to the one he now appears to be opposing.

Observers within the Prime Minister's office note that the Health Secretary, who just about everyone assumes would stand in any leadership election, is among a group of cabinet ministers letting it be known they want to go further on Europe.

Aides to Angela Rayner, another likely contender in a contest for the top job, insist she won’t discuss her stance regarding a customs pact because it would only “escalate unhelpful speculation”.

The Obvious Risk and A Wise Memory

The risk is clear. Should the PM reject significant moves towards EU alignment, he cedes ground to claim the territory where most of Labour MPs, members and voters are to be found.

It would be prudent for Starmer to remember the impact just a few words had on his career in 2018. There are options for a major proposal on Europe which the PM ought to consider; he should explore them himself, rather than letting rivals adopt them as their own.
